I think it's run by persons who volunteer to set up a receiver and connect it 
to the Internet.  

I think you also may have to register your transponder with marinetraffic.com 
to be seen.  A buddy of mine investigated adding his and decided it was too 
much trouble.

Also, marinetraffic claims to offer FREE AIS receivers.  I think it is to the 
volunteers.  Didn't check it out, just saw the link.  Think you have to set it 
up and interface it with your PC which has to remain connected to the Internet.
