Don't know of any sailboat charter info, but you can watch windsurfing and 
kiteboarding at Diamond Head. If you want to try either, Kailua should be the 
best beach to try kiteboarding, windsurfing, or standup paddleboarding. Naish 
in Kailua is one of the best shops. 

Many years ago, my wife and I visited Hawaii for two weeks. We toured Oahu for 
a week. The 2nd week, and we flew to Maui and windsurfed every other day. Both 
avid water lovers, we packed mask and snorkle purchased at home (so we knew 
they fit well, you don't need fins) and would snorkle a different beach each 
morning, have lunch, then go windsurfing or explore. You just swim out from 
most any beach and find fish. The trick to attract fish, take a box of frozen 
peas and an underwater camera, and keep the box out of the water until you are 
ready, Have a friend feed the fish a few peas at a time and you'll soon be 
surrounded by fish. If they get too agressive, throw the whole box a few feet 
away and take tons of pictures. We would windsurf in the afternoons when winds 
were steadier, 22 to 28knots on Maui. It's not as windy on Oahu. 

The biggest surf is now till March. 

I'm totally jealous.
