Jackson FWIW 1) I would start with the prop and bottom - be sure it is clean. it is amazing how a few barnacles on the prop can kill speed (and RPMs) and unbalance things. (what kind of prop?- if folding-one blade not opening right due to crud would really throw stuff out) BTW can you get it to 3200RPM in neutral? that would rule out the linkage issue and suggest it is a load issue.
2. new filters- air and fuel. Could check the air filter by just removing it and seeing if you get RPMs back. Also look for black powder on filter and in engine compartment (belt wear from loose alternator belt) The 2gm uses so little fuel that it is hard to imagine a fuel filter clogging enough to limit flow but in either case a visual inspection should show issues. Water in fuel filter bowl? 3) Symptoms sound like Belt is too loose. (burnt belt smell and light that goes out with higher revs. Think is this is a separate issue from RPMs. Guess the bearing in alternator could be starting to go bad but I am guessing just a loose belt.- probably time to replace both anyway? 4) Based on having both a 2GMF and 3GM20F over the years I have come to always suspect the mixing-exhaust elbow when power and RPMs are down. If you haven't replaced it in a number of years-just do it. It is a PIA to do and remember to get the close nipple too and Yanmar has changed the water entry over the years so you may have to salvage a piece off the old one or otherwise get creative.
