Walt,

Do you have a Jabsco filter in the line near the shutoff?  it has a plastic
dome about 2 inches high and 2 inches wide with a wire screen inside.  You
can take the intake hose off the foot pump and blow.  You should hear the
bubbles in the tank.
it could also be an air leak.  An obstruction might be easier to remedy!
