Install the OS on the new drive and restore /home.

If you are running any system services f.e. web, database, or have made system 
wide changes such as added 3rd party repositories, then you should either keep 
track of what you modified via a configuration management tool or have a backup 
in place for /etc and any other directories where your data/code is stored.
