Red tape is the correct answer. The government only lets you pick from a list of certain words to register your organization, and "group" wasn't one of them. If I remember more "the feeling" at the time, guild just seemed cool to a bunch of nerdy, fantasy book reading sort of people who always wanted to be in the mages guild. Or something like that.
