Hi, If the only thing you want is a blog server, you can use the online version (and it's free). Have a look at: http://wordpress.com/ . You can modify the layout, who can comment, etc in the free version.
If you want more than that, like setting up a server on your own from scratch. Have a look at this page: http://codex.wordpress.org/Installing_WordPress#Famous_5-Minute_Install Good luck!
