I am not quite sure if I understand the problem but here is my 2 cents.
OpenOffice does support Save As to dbf format and supports 65536 rows.
If more records are required, you can use LibreOffice which now handles
a million records. Historically speaking, you will have problems with
field definitions as there is no way of defining it. Not sure if it
takes it from the cell format or the first row of data. I always used a
dummy data row which I deleted later as frequently my first record had
some empty fields. Probably not the right thing to do, but it got the
job done for me at the time.
