I've decided to at least put the word out with my contacts to see if there is a known space.... for free or for rent with someone who has the resources and mindset to see this as worthwhile...
I know that in the Calgary market that 'free' sounds like 'I'm nuts', but you never know. I don't have the space for something like this, but toyed with the idea of getting a few people together to rent some place cheap but big enough to house some tools, benches, and enough floor space to play around with. I didn't know nearly enough people who would be interested at the time, and there were a lot of things to think about (insurance, access, settling conflicts, dues, rent, location, maintaining enough members... to name a few.)
