Gentoo does handle this more or less well - as long as there is an 
ebuild package for what you are after.  Otherwise, you're stuck 
compiling from source.  Of course, that's always an option too - even on 
Debian or other distros.  But it is not a path I would recommend to 
anyone who has little/no experience with compiling from source (it's not 
THAT bad though), or those without the patience to deal with all the 
little environment issues that inevitably crop up...

I stopped running Gentoo on my servers because I decided I'd rather 
focus more time on doing my job, and less maintaining a server.  doing 
an apt-get upgrade is MUCH easier than an emerge world.  Less fallout 
concerning the config files.  But Gentoo is still a good option in some 
cases.
