I helped develop a few consumer products using earlier versions of the
ColdFire (a Linux Internet radio, a wide area wireless modem).  It is
indeed a very nice platform to develop on.  A development board
wouldn't be essential.  Everything including burning flash, single
stepping and breakpoints can be done through JTAG.  A simple $40
interface connects your cross-compiling development system's parallel
port to the prototype system.  And of course, once you have Linux
booting you have full native debugging tools.
