I cant find the Users and Groups panel you mean, because it still asks me which groups I want to add it to. Even regular things like audio, and video aren't on there by default..
And, the PHP thing I figured out actualy :S It turns out that there was a package I was missing!
Tell me how to setup graphical root login and I'll give you a cookie :) And I promise not to use it ;)

in Dapper there's a User & Groups panel in System Administration. the group
you want to add users to is "admin" for admin rights.

yep. and that's for your own protection. there is exactly zero reason to log
in as root. it is quite possible, but .. no =)
