http://klik.atekon.de has all the necessary information.
They work in a similar way to the macintosh. The entire application is contained in a ".cmg image" file.
When you open the .cmg file then the application runs. No dep-hell, no fiddling with repos.

I don't know if the "libdvdcss" by itself is available through klik, but this is as close as I can come:
