Further investigation shows it's not the Apache configuration.
I changed the doc type from
<?xml version="1.0" encoding="UTF-8"?>
<!DOCTYPE html PUBLIC "=//W3C//DTD XHTML 1.0 Strict//EN"
"http://www.w2.org/TR/xhtml1/DTD/xhtml1-strict.dtd";>
<html xmlns="http://www.w3.org/1999/xhtml"; xml:lang="en" lang="en">
to
<!DOCTYPE html PUBLIC "-//W3C//DTD XHTML 1.0 Transitional//EN"
"http://www.w3.org/TR/xhtml1/DTD/xhtml1-transitional.dtd";>
<html xmlns="http://www.w3.org/1999/xhtml";>
and it is displayed.
Perhaps the pages were not validated and therefore strict renders nothing, but
transitional accepts it.
Strange that SuSE would be more forgiving, than Fedora ...
