I would use Debian Stable. If you don't want the latest and greatest,
and you're looking for something that's been put through the paces and
is rock solid, then it's probably your best bet.

Again, use Debian. The nice thing about it, is when a new stable release
comes out, it's very easy to update unlike RedHat or similar systems.

It looks like Debian fits all your criteria. From my perspective, Debian
gives you all the benefits of something like RHEL, but without the cost.
