Windows users have been conditioned to think that rebooting is OK, and that
rebuilding a workstation every year or so is normal.

Not all of us are conditioned and not every year. I use my computer rather extensively and it is more like re-ghosting every 3 months otherwise it runs about a cpu generation slower. Ideally every month, unfortunately most people don't rebuild their computer until it dies.

I have some computers on all the time and it does work a lot better if you reboot every week. On one specific computer, I loose server access if I don't reboot every day, however I can get to the server using a different route like Citrix. I think it is one of Microsoft's special features.
