To be honest I find it hard to believe, that the Telus SMTP server is an open relay. It would put them onto more RBL's (black lists) than I can count, and basically bring their ability to send email to a screeching halt.
Of course connecting to SMTP has to be possible for everyone, since it is needed for sending a message to a Telus email address (i.e. not relaying). That's how the whole system works.
Is it possible, that your Dad only has success sending emails to other Telus customers? That should work just fine.
