There still could be problems with the power supply in that it is not working proberly due to requlating circuitry malfunctions, etc.
Or it's just a cheap piece of crap that doesn't give anywhere near the rated power. We have seen tons of these cheap power supplies that come with cases. Man I can get a fairly nice case with power now wholesale for $35 bucks. A good power supply should cost more than that alone so since the case is nice the power supply is obvious cheap garbage. We generally just tell our supplier to junk the power supply because it's not worth the extra cost of shipping.
