Even though many idiots will run down to the shore, having a siren would at least get the local law or safty enforcers to get people out, not to mention the non-idiots. Minutes before the tsunami hit the shore retracted and to many people they had no idea something bad was coming. Tourists may not have any idea that this was out of the ordinary.
People will still ignore the warning and those people would have to deal with their choices. But a family of five on vacation thinking this is a natural occurance would at least get the chance of heading for higher ground and to safty.
