Hi Iuchi.

As others have mentioned, please change your password ASAP.  We are only 
saying this because you have posted it to a public forum, and eventually 
someone will use that password to do illicit things with YOUR ftp account.

With regards to the OS, nope, the problem is not with the OS - you don't need 
to change it.  The problem is more likely in the configuration of the web and 
ftp servers.  More specifically does the FTP account point to the right 
directory where the web files are stored (the directory the web server reads 
the html files from when serving up a page).  Do you control the servers?  If 
so, you can easily do something about it.  If not, then you will likely need 
to contact the system administrators for their assistance.  We don't have 
enough information (yet) to offer too much more help.

Can you tell us how you are trying to transfer the file? (what ftp client)  
And what the error messages are that you are seeing.  Or is this a case where 
you CAN upload the file, but it's not showing up on the web server?  If this 
is the case, did you try forcing a page refresh (forcing the browser to get 
the file from the server, not from client side cache).  Most browsers can do 
this by hitting CTRL-R, or CTRL-F5.
