For example, when I just installed it on one of my machines, and right after the base install of DVD, the installer offers to load a few packages (some nvidia drivers and a few others - unfortunately I don't remember them all) from the network, explicitly saying that their licensing made it impossible to include them on the DVD.
If that's the reason, then I would think that Novell/SuSE's approach is quite cool.
However, just in case Novell screws up SuSE, it's good to know, that there are other KDE centric distro's like Knoppix and MEPIS (to name just two I've tried). By the way the Knoppix Games CD is really quite cute - works like a charm on an aging 600 MHz PIII of mine with a rather old ATI Rage card; even Tuxracer works in all of its glory. Instant video game when kids invade the house - not that I would ever play any games myself :) -- But I've even taken the CD (and left it behind) when visiting with friends - a sure fire way to be a hero with kids and parents alike !
