Ran across this with a friend's e-mail setup.

He uses Telus for his internet connection (home account high speed), and 
besides his Telus e-mail, he has two other e-mail addresses he connects to 
that are external to Telus.

He has no proplem connecting to the pop servers of the external accounts, but 
could not connect to the SMTP server for his respective external e-mail 
accounts. 

I changed his configuration so that all e-mail, regardless of what his return 
e-mail address is set at, to send through Telus' smtp server. So far there 
has been no issues with this from Telus as he is connected to their network 
while doing this.

Hope this helps anyone that is having this problem.
