rpm -e openssl096 openssl096b
This was causing issues. I believe that this came from one of my apt-get installs.

based on what I see the devel package is different from the library version.
make sure that the openssl and openssl-devel versions match, and might I suggest using openssl-0.9.6b for both library and devel packages..??
