Debugging this was no fun, as the tomcat installation is a hairball inside a
hairball.
A minimally invasive way of fixing the two problems (and re-enable logging) is
available at
https://reviews.apache.org/r/9714/ and in the noa/deb_tomcat_fix_4.1 branch of
the https://github.com/noaresare/incubator-cloudstack.git repo
