If browser has some toolbar (issue observed with Ask toolbar) then create zone 
wizard buttons get misaligned.

Now if user attempts to disable the toolbar then UI looks like "add zone 
wizard". which is completely unacceptable.

Once in this state; Toolbar enable/disable has no effect on UI.
However a page refresh will get the UI in normal mode.
