I pushed the fix to 4.1 branch. Will merge it in to master after more test at
tomorrow.
Rohit, if you could run marvin test on 4.1 for this fix, please let me know if
there is any regression caused by this fix.
The fix should greatly reduce the memory level and also improve the startup
time of CloudStack
