Hi Marcus, I faced similar issue reported in 1269 , then I added private.network.device=cloubr0 in /etc/cloud/agent/agent.properties , this issue is resolved

There have been several of these types of bug entries since the defaults changed last August, but the 4.0 docs are very clear on this, you need a cloudbr0 for public and cloudbr1 as it's the default for private traffic. Most of these bug reports only have cloudr0. The fix is to set up your zone with a traffic label for private traffic if you're not going to have a cloudbr1, or configure private.network.device in your agent.properties. One side of me thinks that perhaps having the defaults this way is causing too much confusion, there have been at least three bug reports I know of that turned out to be related to this. On the other side, I think this might just be specific to individuals using the same old testing methodologies when cloudstack itself evolves. Any user following the documentation would either be fine, or do it wrong, in which case they'd have neither a cloudbr0 or a cloudbr1.
