I think the lack of /var/lib/cloud/management is the root of several issues. There were two files in the rpm packages previously, /var/lib/cloud/management, and /var/lib/cloud/mnt
Is this path changed? what is _localstatedir in the cloud.spec? We'd need to account for upgrades too I'm assuming.
