Under section 4.5.5.2 in the current doc there is no step to run
cloud-setup-management. The command is listed in Section 4.5.6. Prepare and
Start Additional Managment Servers as step 5.
If this command is not run, then you will not be able to log into the UI. You
will get an error stating that username or password is incorrect.
