Summary: "Update SSL certificate" button should properly reflect

In Infrastructure tab of Cloudstack UI, there is a "Update SSL certificate"
button.
There are two problems with this button:
1. The label is very long and should be shorter.
2. The location of this button indicate it updates certificate of cloudstack
management service. It does not say in any place it updates console proxy SSL
certificate. We should be more clear here.
Since this could be misleading at times , we should have a title tag
highlighting what the button does.
