I still do not understand this configurable way as it is not described which 
will be the default behaviour if the configuration option not set and seems to 
be a half solution.

As an admin I want to be able to prevent the user to choose linked-in clones 
and force them to use full-clones.

If the system default will always be linked-in clones and I configure the 
option in the service-offering, CS will let the user choose but the admin is 
limited to linked-in clones only and users choice.
However if the default behaviour could be changed whichever the admin wants 
(full or linked) and then enable the option for the users this would allow the 
admin to either force full or linked and also allowing the client to choose if 
the admin decides to.
Personally I feel this would be more flexible and usable and not necessarily 
result more work to code. 

Please consider.
