Hi Jessica.

I was updated my installation to 4.0.1-13 (jenkins cloudstack)

I clear the cache, but the problem remains
I used several different browsers, but the problem appears.
Steps to reproduce:
1. Create VPN Gateway
2. Create a VPN connection
If the VPN is not up (error) 
3. remove VPN connection
4. Re-create the VPN consumer getvey not possible 
"The selected VPC does not have a VPN gateway. Please create a VPN gateway for 
the VPC first."
