There is a must fix item left for 401 https://issues.apache.org/jira/browse/CLOUDSTACK-615 ( Assigned to Sateesh) With recent changes to some of the hard coded 40 version (https://issues.apache.org/jira/browse/CLOUDSTACK-699) and with this fix, QA can run install and upgrade to close it.
