Create a helper plugin for clients (cloudmonkey etc.) with which they can
discover api info by communicating with mgmt server over an api that the helper
provides to sync, update and discover apis on a mgmt server end point. Right
now this info is processed during build time from commands.xml via XmlApi
writer used to generate apidocs. Decoupling api info precaching will decouple
cloudstack build time dependency on cloudmonkey. Since, it will be a plugin it
can be turned on/off via components.xml.
