New to Cloudstack dev and question on how to submit a new networking plugin

This is Kanzhe Jiang from BigSwitch.
I am working on a cloudstack networking plugin to integrate with BigSwitch
controller to provide network isolation in advanced zone.

Should I file a bug report or a feature request on the mailing list to
start the process?
