I am researching strange issue after migrating from 3.0.2 to 4.0.0. In 3.0.2 I
could see user statictics (bytes received, sent)even if my instance hasn't
'public_ip_address' and 'network_id' is not public. But in 4.0.0 user
statistics is empty. And it fills only if I add public IP and change network to
public network_id
