Koushik Das commented on CLOUDSTACK-606:
----------------------------------------
The problem is related to cluster delta sync. The delta sync information is
kept in the memory causing inconsistent data across MS cluster if master host
(in a XS cluster) happens to be on one MS (say MS1) and some other host in the
same cluster happens to be on another MS (say MS2).
The fix is to make sure that hosts in a cluster are not split across MS1 and
MS2. This will ensure that all operations on the cluster are going through the
same MS.

> Starting VM fails with 'ConcurrentOperationException' in a clustered MS
> scenario. The issue happens randomly. This is happening due to difference in
> the VM state while it is being created between two MSs.
