I would too recommend you to run mgmt server locally on your host os and use devcloud only as Xen host and NFS server. Though, if you're developing inside it should work too, but you won't be able to debug it using your IDE (actually you can if you install gnome or kde on it and install intellij ce or eclipse) and you're required to change host ips and other global settings. Make sure you do them before deploying the datacenter.
