This doesn't look like an issue specific to the code, but rather the way the
content was translated into ASCII.
I noticed the message file uses escaped ASCII to render the characters, which
may not be supported with Tomcat, but not entirely sure.
Possibly this property file should just include the unicode Russian characters
directly, which is how Japanese/Chinese files are handled.
