My opinion is that:
1) tools/marvin/LICENSE.txt should be either removed or corrected to be a
proper ASLv2 license file
2) docs/publican-cloudstack/LICENSE needs to stay
3) docs/publican-cloudstack/NOTICE needs to stay
4) The README files remaining all make sense to stay in place
