We need a place in apache infrastructure to store the template before we can
actually modify the tables.
We can also push this to post 4.1.0. Citrix is willing host this for Apache
CloudStack for now. I'll leave it up to Dave to decide if he has enough time to
work out the infrastructure before the 4.0 release.
