I've looked into this. The configuration file in Debian's package seems to be 
the same as the default configuration file distributed by rsyslog upstream. 
I've emailed Rainer Gerhards and his response is "We do NOT consider 
rsyslog.conf to be under copyright, so feel free to use whatever samples we 
have." 

So - we should consider this closed.
