Yes, you can enable use.local.storage global config param and you can then use 
local storage for creating user vms.
While creating a vm you can choose the service offering for local storage or 
for shared storage and accordingly vm's root disk will reside on either of them.
For data disks currently they can reside only on shared storage, but there is 
work going on to give flexibility there as well.
