I've been spending a bunch of time collecting licenses and tracking
down copyright ownership for our dependencies, and I want to make life
easier for myself (and others in the future).

I'd like to propose the use of Apache Wisker [1] to build our LICENSE
and NOTICE files going forward.  To start with, I'd create the license
and notice metadata from the material that I've gathered.  I should be
able to generate the binary and source distro files from that
metadata.

Long term, I'd love if we integrated both Rat and Wisker into our
build system. Leaving the discussion about *which* system to use...
Rat currently has plugins for Ant and Maven, and Wisker has a plugin
for Maven.  Both have command line options though, which we could use
in whatever system we ended up using.

I'm going to be using Wisker to at least help in my own sanity over
the next couple of days, but (unless there are any objections) can we
agree to make it the "official" license tracking mechanism for the
project.

Of course, this all assumes that I can get it working locally...  ;-)
