I'm one of the Toolforge developers/admins. Besides getting someone to help, you can find general and specific guidelines and howtos in the wiki page[1]. You can also contact us (Toolforge admins) and other users in the irc or the telegram channels mentioned in the 'Communication and support' section there. For bugs, feature requests, or longer discussions, you can also create a phabricator task, and add the Toolforge label to it[2].
