No, that's not correct. They have been announced in the official venue for
all such changes; for example, here is the one done in 2013 for rc_type:

The on-wiki fork of the documentation is not how code is announced or
deprecated. Relying on the unofficial re-writes of code risks mis-matches
like this, unfortunately.
