Untested, but this should work I think:

sudo apt-get install apache2
sudo a2enmod userdir
mkdir ~/public_html/

copy files to public_html as you already mentioned

then click in Horizon to create a proxy, select a name and the
instance it should point to
access data under that name + /~username/
