I just created https://phabricator.wikimedia.org/T214343 to track this request.

I would really like to hear from some folks (including Seth) how a
Docker container for running a Perl webservice on the Toolforge
Kubernetes cluster should work. We can make something that works
mostly like `webservice --backend=gridengine start` that runs *.pl
files from $HOME/public_html, but I'm interested to know if there is a
better way. Our Python2, Python3, and NodeJS containers are all very
opinionated in where they look for code, how they load user installed
packages, and how the main entry point for the tool is defined. I did
some web searches and documented a few potential options on the task,
but I'm not a modern Perl developer so these are all quick guesses.
The primary reasons to do something more advanced than *.pl CGI
handling would be to give better performance and make it easier to use
local::lib and Carton to manage local libraries.
