We can't tolerate the risk of not being able to make new deployments for an extended period of time, and a mirror we could point to would be the easiest way to get builds working again for now. I don’t have a short term answer, but I think the usual recommendation for “I need reliable access to dependency repositories” is to run your own, which can proxy to upstreams when they are up. There are various server applications for this.
