The steps are detailed here on the Readme
<https://github.com/clojure-emacs/cider#installation-via-packageel>.

Basically, you need to add Melpa to your package repositories first:

(require 'package)
(add-to-list 'package-archives
             '("melpa-stable" . "https://stable.melpa.org/packages/";) t)
(package-initialize)

And then add cider-nrepl to your project dependencies.
